Track Record of Success
Transitioned government buildings from traditional key-based access to an advanced electronic access control system designed to enhance both security and convenience for authorized personnel, creating a reliable log of all access events and fully eliminating issues associated with lost or loaned keys.
Transitioned the government from using a Field Purchase Order (FPO) system, to adopting electronic Purchasing credit cards. This change simplified and accelerated the purchasing process for the organization. This Electronic Purchasing credit card Program replaced a manual, paper-based purchasing orders and check payments system, which often required significant time and effort. This increased efficiency and reduced the administrative burden associated with traditional purchasing methods.
Following the Federal Communications Commission's (FCC) decision to repack digital television stations and reallocate spectrum in the aftermath of September 11, 2001, attack, a significant initiative was undertaken to enhance police communication infrastructure. As a result, the construction of 27 new police radio towers was successfully launched, ensuring that law enforcement agencies could maintain reliable and effective communications despite the changes in spectrum availability.
Oversaw the planning and design of six County Libraries--Oxon Hill, South Bowie, Laurel, New Carrollton, Hyattsville, and Bladensburg,
Oversaw the planning and design of four fire/EMS Stations including 100 Shady Glen Drive, 2901 St. Joseph Drive, 14901 Health Center Drive, and 10900 Fort Washington Road.
Negotiated and acquired a vacant office building and converted it into the new County Government Administrative Offices Headquarters.
Negotiated and Acquired Class A office buildings, creating the opportunity to design and consolidate County Agencies.
Developed the Concept, requirement analysis, and project design to consolidate Health Services, Social Services, and Family Services into a consolidated Health and Human Services (HHS) Headquarters.
Negotiated the land acquisition and oversaw the project design for the creation of a new modern 911 emergency communication center.
Acquired the buildings and acreage for the creation of a new modern Police Headquarters
In September 2011, just 120 days after Tropical Storm Lee devastated the ground floor of the County Central Administration Building, destroying the electrical, mechanical, plumbing and IT infrastructure, the facility was restored. The recovery process included salvaging and preserving 100 years’ worth of land records, inmate medical records, and legal files that had been stored in the basement. Restoration methods such as freezing, ultraviolet radiation, separation, and digitizing were used to ensure the integrity of these important documents.
Acquired the property and collaborated with County Police to create a consolidated Forensics Laboratory to integrate all County Police Department forensic labs in one location, including the DNA/Serology Laboratory, the Drug Analysis Laboratory, the Firearms Examination Unit, the Regional Automated Fingerprint Identification System (RAFIS), and the property warehouse. The new facility accommodated the continuing growth in forensic analysis that enhances the Police Department's ability to reduce violent crime.
